  9.     New York City's ex-mayor opposed the civil rights bill,
  10. explaining, "Anything that Ted Kennedy does other than teach
  11. swimming is always something you ought to look at twice." He
  12. also called the Senator a murderer. Said a Kennedy spokesman:
